there is a bad jam in the central express way (CTE). meaning? we do "the plug 1"

we put up a gantry and collect money so as to ease the jam along the CTE. good news have been coming out from the press, about how the flow of traffice have improve tremendously.

no doubt, the traffic after the gantry have been better since the introduction of 'the plug', but then again, it has always been very good after that point when there was no gantry! it has always been before the gantry point that is casusing the jam. there are so many entry and exit point along the CTE that cars are slowing down to make their way in and out.

plug 2

there is a bad jam in orchard road every weekend. meaning? we do "the plug 2"

traffice is smoother? i am not sure, but news reports a 4% drop in business.

i mean is there a thought process?

is "the plug" a solution to all traffice jams?
